Question re: Call for Votes

  

I have a question for the community. My PDFreader utility has been
sitting in "Proposed" for about a year, and while I have fixed bugs as
they're reported to me, I haven't found the time to push it further down
my development roadmap. 

So, my question is, should I call for votes in
its current state, which is functional for about 80% of cases thrown at
it, or leave it in proposed until I have completed my development
roadmap?
