Package Registration

Hi!

I've proposed the APNS package (
http://pear.php.net/pepr/pepr-proposal-show.php?id=689) which was accepted.
I've followed after the conditional votes and updated the code repo.

Now, according to the docs (
https://pear.php.net/manual/en/developers.contributing.howto.php) I'm going
to this page (http://pear.php.net/package-new.php) to register the package,
however  my account (http://pear.php.net/user/yahavgb) does not got enough
privileges to access it.

Am I doing something wrong? I wish to register the package and upload the
code to PHP SVN.
