[PEAR2] PEAR2_Console_Color rewrite

Hi all.

 

I'd like to join PEAR2_Console_Color's team, if that's OK with @iannsp.

 

And more importantly, I'd like to propose what's essentially a complete
rewrite of PEAR2_Console_Color as a first order of business, especially
considering the current one doesn't even work at all. You can see its
current state at my fork:

What do you think about it? Any recommendations?
