pear-core: tags (was: PEAR_Exception-1.0.0beta1 (beta) Released.)

Hi all,


The pear-core git repository misses all tag information, which makes it
hard to base a fresh version off the latest release.

Could someone please port the tags from svn to git?

I've also added a travis-ci configuration, so that we get notified when
PRs break the build (it is broken now). I also had to fix pear itself
to set a correct exit status on failing tests...
