The road to PEAR 1.10.0

I've fixed the last issue that I had planned for PEAR 1.10.0, see

Should I release it now, or shall we wait until the REST extension
for the PHP max version check is implemented?

Note that I don't have any desire to implement this; but if Ken, Remi
and Ferenc step up I'd be glad to wait.
