pear/OLE, Travis CI

Hello there,

I'd like to take over maintenance of pear/OLE, as I already maintain a closely related Spreadsheet_Excel_Writer, and there are some PHP 7.3-related bugs which need to be fixed.

Also, is there any chance I can get Travis CI running on pear/OLE and pear/Spreadsheet_Excel_Writer? Right now it says that this is not an active repository:

And lastly, if someone is willing to review my reasoning in the PR below, this will be a big help at stopping Composer from whining every time I check composer.json for validity.
