Error uploading a new release on pear.php.net

Hi!

I'm trying to upload a new version of HTML_QuickForm2 on
https://pear.php.net/release-upload.php

Upload results in the following error:
>     Upload error: The destination directory doesn't exist or is a regular file.

I had a brief look at pearweb code, and looks like this error can only be thrown 
when copying the uploaded file to PEAR_UPLOAD_TMPDIR here:
https://github.com/pear/pearweb/blob/master/public_html/release-upload.php#L55

Can someone with access to the server take a look?
