You give nice complete script for unix but not windows.
sure its easy under windows if one is confident using CLI.  At one time I
used dos commands all the time; no longer.
Under windows, just like unix, I am ask "where I want to install
packages".

for the configuration file, I had to manually add that folder, as the
command window didn't have permissions.  I almost gave up on PEAR.
