separate mailing list(s) for the pecl.php.net infrastructure

Hi.

I was looking through the open peclweb bugs, and I've found this:

in the recent years there weren't many bugreports, but maybe we should
reconsider this request, as I've started poking around peclweb and Pierre
also mentioned that they are cooking something for the pecl website.
what do you think about it?
