The documentation for installing a personal version of PEAR on 
shared hosts lists two paths:
~/pear/bin
~/pear/lib
Following the instructions yields the following directory tree:
~/pear
~/pear/pear
~/pear/pear/cache
~/pear/pear/data
~/pear/pear/docs
~/pear/pear/download
~/pear/pear/pear
~/pear/pear/peardev
~/pear/pear/pecl
~/pear/pear/php
~/pear/pear/tests

As near as I can tell, it should be pear/php rather than 
pear/lib, but I have no idea what bin should actually be.
