the url.guide.users.package entity points to 
en/guide/users/package.xml which will rendered as 
en/en/guide/users/package.xml on 
http://pear.php.net/manual/en/guide.users.dependencytrackin
g.generatingpackagexml.php
plus it seems that this file isn't synced to the website, even 
when using the correct url, so I suggest replacing it with
http://svn.php.net/viewvc/pear/peardoc/trunk/en/guide/users
/package.xml?view=co
in the entities/global.ent
