The files will be put into the html/ subdirectory of your peardoc 
checkout. But you need to install several tools on Windows to get build 
process working. I don't think that it works without Cygwin on Windows.
(But it does work with Cygwin, I do it every week for the CHM versions 
of the manual.)

The make-partial.php should have told you what it did on your system 
and/or why it couldn't do something. What was the output?
