Error "Email is already in use for an existing account" when commenting on Bug

I receive this error notice when trying to submit a comment on
http://pear.php.net/bugs/bug.php:

ERROR:

    Email is already in use for an existing account

I can not login, username or pw not known. And when I try to reset my
account's password there is a "Unknown user" error.
