Taking over File_Passwd package

Hi Team,

after I've tried to use File_Passwd in my project I realized this package is no longer maintained. Currently I'm working on fixing necessary lines of the code to make it working under php 5.3. After I will finish everything It might be useful for others to implement changes in the main package on the PEAR. Therefore I'd like to become a package maintainer for this package. I have nearly 8 years experiences in developing PHP applications.
