Net_INDA, BC break or drop PHP 4?

It's not a stable package, but it's been around for ages. At least one
person (the reporter) uses it on PHP4.

*most of those would be people downloading Validate and getting it as a
dependency.

To fix the bug, I'd like to refactor so it's Net_IDNA_Factory or something
along those lines, and doesn't conflict - a small BC break.
