Not technically enough according to

it's within the spirit of the RFC.

So, Jesus - congratulations, welcome to the QA team. If you haven't already
I would suggest you subscribe to pear-qa to participate in discussions like
this.

Also; have a read through the above link for the ins and outs of what we do.

Some obvious things to point out:
 1. You have the svn/pearweb/political clout to go in and fix bugs in
packages if they are serious (BC breaks, parse errors, security, etc); or
ignored for over a month after you've hassled the authors.
 2. If you do bugfixes/etc; ensure you mention it in the relevant svn
commits
 3. As above for releases: if you are releasing a package for QA purposes,
whack "QA release" into the changelog
 4. Try to work with existing maintainers and give them a chance to fix
things up.
 5. Obviously you don't need to become a maintainer on all of the packages
