Hi David,
It's a bunch of tools which are scraping
http://pear.php.net/qa/packages_closed_reports_no_release.php ; generating a
package.xml based on the closed since last release bugs, building a package,
and then letting a developer svn tag & release.

There are a number of newer packages, such as Services_Recaptcha &
HTML_QuickForm2 which are actually maintained much more than say, Auth_HTTP;
but they still appear on the list.

discussion on the mailing list; which has very few participants; as well as
http://marc.info/?l=pear-dev&m=128271948301839&w=2 as an earlier similar
thread.

As for if developers should have been consulted - well, it's a tough one.
For the old packages (say 2007 or earlier); so many developers have been
consulted and haven't gotten a release out in a significant chunk of time.
The newer packages; sure: the way the report works vs the intent of the
report (get old bug fixes out!) is at odds with that though, and I haven't
gotten around to dealing with it.
