Misc packages with broken package.xml

Hi all,
Here are some packages that could not be built from SVN, or were built
wrongly due to errors in the package.xml of some description.

   - Config
   - HTML_QuickForm_Renderer_Tableless
   - Image_XBM
   - PEAR_PackageFileManager_Cli
   - PEAR_PackageFileManager_Frontend
   - Services_Amazon_SQS

Feel free to beat me to it, I'm some weeks away from getting around to
assessing these.
