Request to take over Net_HL7 package

I'd like to take over maintaining Net_HL7 if you approve.  I have built two
HL7 interface engines (one in VB.NET and another in a proprietary language
with C-like syntax).  I'm also a proficient PHP developer, but will not
mislead you and claim to be an expert PHP developer.  And being my first PHP
PEAR package, I'm probably going to have a ton of questions.  I've got about
5 years of PHP experience and recently joined in an existing PHP Sourceforge
as a contributing developer.

I've been a developer for 20+ years and look forward to continuing to share
my HL7 experience with the healthcare community.
