Mentioning here what was already said on IRC... While upgrading four
plugins yesterday, they downloaded, and on the installation step,
the the first of them (the GitHub API Plugin) hung the system and never
installed. A restart didn't fix it. So I deleted the github-api plugin
dir and restarted Jenkins. I'm guessing that's what caused the
aberrations.

I did those diablings. I guess knowing the the packaging works is good.
On the other hand, it provides the illusion that those packages are
tested and working under the given version of PHP. Whatever.
