I've been mulling this over. I think the best way is going to be setting up
a bunch of github mirrors of svn for the moment - but that requires a bit
of command line kung fu.

Unfortunately, not enough people are vocal about what we should do here.
The rest of the PHP project has shifted, so I imagine they'll want to shut
down their SVN server at some point.
