With the features you are interested in adding, it might be worth while
forking https://github.com/pear/Validate_FR and sending in a pull request
or two - we're more than happy to accept patches and give a bit of feedback.

After a few pull requests; we'll look at handing over the reins and making
sure you have all of the access you need.
