the solution is to add new packages for each orphaned unreleased pecl
ext (the "New Package" link on the left)
I suggest we keep this one open but consider it a Pecl website bug
rather than a bug system bug

But many extensions live in the pecl cvs module but lack pecl.php.net
websites (and bug categories).

That should be in the php bug system - it's not a PECL ext unless it
lives in PECL, IMHO.

Currently it is impossible to report PECL bugs for PECL extensions that
aren't here even though they do exist and are documented. In the very
least there should be an "Other" category or some such.
