Dropping makes only sense for the first (i.e. new) comment. For the
older comments this wouldn't be a benefit. My solution is to use simply
strip_tags().

I have also fixed the spaces problem in the <textarea>s and some other
things.

It would be nice if someone with server/datbase access could have a look
into the following bug:
http://pear.php.net/bugs/bug.php?id=15967
(this is very weird, $id is use multiple times on manual pages, but
seems to be broken only for the "add user note" link, while it seems to
be right for the e.g. the language links in the header)
