I didn't have a username - the site says you can report without
one, and asks for your email address on the bug report form. It
is this route that's not working.

I eventually realised I could get around the problem by going
the 'register to vote in general elections' route and then
reporting the bug once signed up and logged in.

So, to recap, it's reporting (or editing) a bug without an
account that doesn't work. FYI, my username is now 'ciarang'.
