I would suggest we treat it as an unofficial mirror and a hot backup
if either euk1 or us.pear.php.net goes down for an extended period of
time. Keeping the machine for testing would be the primary purpose,
but practically, I think it would be fantastic to have a hot backup so
a dns change to sg1 would be all we need.
