Annoyingly, this has to do with how we store the entry for the PEAR
installer in the database - ie, the code is just rendering out a
package dep of 'PEAR Installer' - which shouldn't have been stored as
such when we read the package.xml

Unfortunately, changing that probably breaks lots more.

Anyone want to file a bug for it?
