according to [1], "bugs not related to a package should be reported in
one of the following categories: Web Site, Documentation or Bug System".
of which i guess "Web Site" [2] is the most appropriate.

googling for "pecl4win bugs" also yields the hint to directly mail
pecl4wins maintainer, Edin Kadribasic [3].

I'm not sure if this is the right place, but I couldn't find a bug
category for pecl4win, so I'm going to put it here.

This is a polite request to update libsvn on the pecl4win compilation
machine to 1.4. The update from 1.3 -> 1.4 resulted in some changes in
the working copy structure, so now svn clients that are 1.3 cannot read
newer working copies, although the opposite is possible.

Unfortunately, I haven't the foggiest how to compile PECL on Windows
(the docs aren't much help either) since pecl4win has always been there
(`pecl install` seems to have problems).
