Question About Proposed Packages

I just have a quick question about the package proposal process. I
recently proposed a package[1] which currently has the status 'Draft'.
Since this is the first package I've proposed, I'm not familiar with
what happens next. What needs to take place before the package status
becomes 'Proposal'? Is there a standard procedure for this?
