The website's privacy policy ( http://pecl.php.net/about/privacy.php )
states:

"Email

We will not give away your email address to anyone, who is not related to
the operations of pecl.php.net. We will also never ask you to send us any
of your passwords via email."

When you add a comment to a bug, the website asks for your email address. 
It is not made clear that this will be published and made visible to
everyone.

Expected result:

Email address will be kept private and not displayed on the website.

Actual result:
--------------
Email address is displayed above your comment.
