Bug description:  authenticate through master.php.net instead of the local db

Description:

the central authentication should be used as we did for 
bugs.php.net or the wiki.
with this move, the pecl account creation should be much more 
easier.
there can be users who have user in the pecl database, but not 
in the master.php.net, for those unfortunate ones, we should 
create an account case by case basis.
