I see two scenarios - good code that should be in PEAR (or pear installable
via some framework); which languishes in proposal mode or the author runs
out of time/steam/etc; and... not so good code where the author needs a bit
more guidance or experience; or a better use case to solve.

The abandoned category solves case #2 really well; but not case #1.

It's my hope that by automating this step; we can have a slightly cleaner
process; solve both use cases; and do it all without much (coding) effort.
