To whom this may concern. I'm Takashi Itoh and I'm in charge of computer network infrastructure operation at Canon Marketing Japan Inc. We have terrible trouble and we need your help. We cannot visit your web site "http://pear.php.net/" with our Proxy. To solve the problem,we capture packets on our Proxy server. Then we recognize a fact. When our proxy tried to connect to your web server, at first our proxy send a TCP SYN packets to your Web server "pear.php.net(5.77.39.20)". Then your web server "pear.php.net(5.77.39.20)" reply a TCP Reset packet. So our proxy receive no contents and TCP connection is disconnected. We wanna confirm you that "Is your web site "http://pear.php.net/" refuse our connection or not". If refused,please tell us the reason why our connection is refused. Our proxy use a IP address "202.228.139.164". For your reference,until May 2012 we could visit your web site "http://pear.php.net/". I would appreciate your prompt reply.
