So how on earth do I register?

Hi, I was reading a particular manual page, and I wanted to contribute a user note. At the end of the page I read: "There are no user-contributed notes to this page". That MUST mean that there is a possibility for users to contribute notes, otherwise that part should be removed. So, since there was no link or button or form to post a user note, I deduced I must be logged in to write one, and since I don't have an account, I clicked on "Register". This lead me to this page: http://pear.php.net/account-request.php Here there is a list of the reasons for which one needs to register, but it does not include posting user notes to the documentation. And it does not provide a way to register, without performing one of the actions in the list (e.g. report a bug). So, how am I supposed to register in order to post a user note on the documentation? If there's no way to post a user note because user notes don't exist at all, then PLEASE remove the footer that reads "User Notes: there are no contributed user notes for this page", so at least users won't waste their time.
