Oh, now I can't even report a bug!

I need to report a bug about a package.

I followed the "report a bug" link from a documentation page, which led 
me to:

https://pear.php.net/bugs/report.php?package=Mail_Mime

I filled in the form (including my email address) and I got this stupid 
nonsense error:

ERROR:
Email is already in use for an existing account

YES of course it is in use for an existing account!! So What's the problem?

So now I have logged in, and guess what? After logging in, all the 
content of the form I had filled in is gone! Great.

You should give an option to log in and continue with the bug submission 
  if the email belongs to an existing user.
