How about a site redesign?

Would anyone be opposed to me developing a new design for the site?

Ideally I would also like to migrate it to a good PHP framework, like
Symfony, Laravel, or Sapphire, but I could just redo the visual side only
if that's what everyone would prefer.

I just want to make it look more up-to-date, like the PEAR2 site. Not that
I would copy the PEAR2 look exactly; I don't copy.
