they even don't know that pear was install at all. Ok, i'm only speaking

or maybe a more up-to-date pear.php.net for a start, with some information
about the classes, which are available now. the PHPDoc stuff for
example. Only that is certainly not enough to attract more people to pear,
since it's very technical, missing examples, tutorials and so on. But at
least it shows, something's in pear.
