Adding Code to PEAR

You know what, I agree.

So, HOW THE (rattin-frattin) do we DO IT?  

I have code I want to contribute, but you've made it very exclusionary 
to add code. Geez, the groups has written all this code, but not one 
of your has stopped to write a FAQ that explains how to contribute 
code. I have talked with Andre about some how-to's, but have received 
NOTHING back WRT feedback.

I've requested karma from Rasmus, I've posted code and commentary here, 
and I'VE GOT NOTHING BACK FROM "YOU".  I don't need Cache at this time, 
I need OCI8 and ODBC, and I (we at Insight, even) are planning on giving
that code back to PEAR.
