What I mean is that while Horde (and PLEASE, CORRECT ME IF I'M WRONG) is a
complete application, it doesn't have an external api?  Yes?  QED, you're
right, Horde has NO business being in under Pear... it's an application.. so
it goes under Application (assuming there is/was/will be something called
that).  PHPLib on the other hand is ONLY an API...  Similar to Pear.  The
reason as I understand it 2 months ago the merge was suggested was because
PHPLib devel is slowing down... Pear devel on the other hand is ramping
up...  Therefore, more developers/more eyes looking at the code, fixing
bugs, adding new features, etc... Therefore, the merge... now, putting it
outside of Pear means that we aren't merging it after all... we have 2
interfaces.. phplib and Pear... that doesn't sound like a merge to me. :)
