I like the idea of code review.  I think it would be cool to somehow
incorporate that sort of idea into the PEAR website.  There could be a
list of "pending" submissions.  People (criteria to-be-determined)
would "vote" on each submission and, when it receives a certain number
of votes, it will be added to the repository.  Even without the voting
idea, a simple "approved" flag would be great.
