The Windows DLLs are built automatically for each new release.
However, there is no new release. /S

the last version of Sync was released in Feb 2017, and is compatible with PHP 7.x

there's a pull-request here: https://github.com/php/pecl-system-sync/pull/1 for 8.0.x compatibility

please merge this pull-request and release a new version of Sync; and if possible please build the Windows DLL.
