I doubt that this will buy us much; after all, anybody could enter
some random php.net email address.

Description:

"Sponsor" field was recently added to http://pecl.php.net/account-request.php but 
it is not validated against list of PHP accounts. So, requesters just type random 
phrases there.

A lot of irrelevant requests could be filtered by this check

Test script:
---------------
Go to http://pecl.php.net/account-request.php and request account, filling some garbage in "Sponsor" field

Expected result:
----------------
Request fails, and requester is asked to contact the mailing list first

Actual result:
--------------
Request is successfully filed
