PECL Account Request for Adding and Maintaining the "bsdiff" Extension

The account requested is "deminy," and the purpose is to add and maintain a
new PHP extension I recently created: bsdiff.

This extension is to build and apply patches to binary files based on an
existing open-source library. The extension supports PHP 7.2+, and you can
