Apply for PECL account

Dear all,

I am a PHP engineer, currently focusing on APM link tracking field, my
github account is https://github.com/jmjoy.

Currently I join the Apache Skywalking Team and develop a new Skywalking
PHP Agent.

SkyWalking PHP Agent provides the native tracing abilities for PHP project.

SkyWalking is the APM (application performance monitor) tool for
distributed systems,
especially designed for microservices, cloud native and container-based
(Docker, Kubernetes, Mesos) architectures.

The github of the project is https://github.com/apache/skywalking-php, the
extension name will be skywalking_agent.

So I applied for a PECL account to upload the skywalking_agent extension.
