New Maintainer for PECL Interbase/Firebird

Hi together,

I want to take over the maintainership of the PECL package interbase.
I'm the maintainer of the Firebird PHP extension on Github (https://github.com/FirebirdSQL/php-firebird/)<https://github.com/FirebirdSQL/php-firebird/releases>.
I also updated the ibase-doc for PHP.

The drivers of Interbase (ibase) and Firebird have diverged. Both use still the same functions. So I don't know if we should create an new package "firebird" or to keep the "interbase" package.

In each case I want to be the maintainer. There should be an account "martinkoeditz". But I don't have a password. Please give me feedback.
