[PECL-DEV] Account request for help with ext-parallel

Hey folks,

My name is Florian Engelhardt [1] and in my day job I am working on
the PHP Profiler at Datadog. I made some contributions to the php-src,
some extensions and docs.

Joe Watkins granted me permission [2] to maintain ext-parallel [3] in
his absence. I reached out to Remi Collet as he did some release work
and understood that Remi could do the PECL related parts (creating and
uploading the new release) but I do believe it is helpful for Remi's
time if I had my own account. Additionally it helps if I can create
dd-trace-php releases on PECL [4] in my day job.
