You need to roll a release yourself (use `pecl package`[1]), and then
upload it via the form on <https://pecl.php.net/release-upload.php>.  If
that succeeds, the new release should be listed right away.

Windows DLLs are built by <https://github.com/php/php-windows-builder>.
Maybe it is necessary to ping them for new PECL extensions[2].
