[PECL-DEV] PECL Introduction

Hello PECL Team,

I would like to make a PECL account and become a maintainer for two
extensions.

The first one is the operator extension, which is listed as unmaintained. I
rewrote it for PHP8 back in Aug 2023 here:
https://github.com/jb-lopez/php-operators and have created a PR for the
extension here: https://github.com/php/pecl-php-operator/pull/6

The second one is the trader extension, which is listed as being
maintained. However, I've had an open PR since Nov 2023 here:
https://github.com/php/pecl-math-trader/pull/5 The listed maintainer is
Anatol Belski. I've heard it said they are not that active anymore? Or
perhaps creating PRs on GitHub is not the correct way?

I do not have a php.net account, and I'm not sure if I need one. Please
advise if I will need to apply for a php.net git account in addition as a
PECL account.
