[PECL-DEV] Windows Binary Downloads at downloads.internal.php.net Offline

I believe the host downloads.internal.php.net has been offline for over 24
hours.  I can ping it and it resolves to 206.189.2.9 and it responds to
pings but web services appear offline.

Is this the right place to report this type of issue?  If not, can someone
advise where to report this?
