[PECL-DEV] PECL introduction / additional APCu Maintainer

Hi all,

I'm following the instructions at 
https://pecl.php.net/account-request.php to introduce myself and state 
my purposes.

I intend to register for a PECL account to get maintainer status for 
APCu, so that I can publish new releases.

In the recent time I did most of the maintenance work and made APCu 
relocateable / contributed defragemtation logic.

Following a recommendation from Nikita Popov (active maintainer), I now 
have write access to the repository 
(https://github.com/krakjoe/apcu/issues/622).

I know that PIE is going to replace PECL, but since APCu is already 
avalable on PECL i think this step is sensible.
